What are we looking for?

• Education: Master's Degree/bachelor’s degree in: Mechanical/ Material/ Chemistry /Economical Engineering, or similar
• Experience: 2 years in a comparable technical or related role
• Languages: English B2
• Technical Skills: basic knowledge of welding standards and process / basic knowledge of cost-control and estimation activities
• IT Skills: advanced use of Microsoft office package (SAP Knowledge - advantage)
• Good skills in organizing, scheduling, planning and activities coordination

Work Location: Aricestii Rahtivani, Prahova County, Romania
Transportation: Company‑provided transport from Ploiesti and Bucharest
This position is addressed to applicants already resident and with valid work permit in Romania at the time of application.

How can you support us?

• Operate within the Offshore Pipeline Technologies Estimation Team to provide specialized support in welding, non-destructive testing (NDT) and field joint coating (FJC) during the tendering stage, being in contact with both Pipeline Technologies Disciplines and the rest of Tendering Team and ensuring compliance with the contractual requirements and with the updated technological criteria.
• Evaluate Client/End User tender documents and specific scope of work focused on offshore pipeline technologies (welding, NDT and FJC), materials and associated processes.
• Identify the most efficient technologies and processes (Welding, NDT, FJC) in line with Client/End User requirements and SAIPEM strategy.
• Review vendor-issued technical specifications and datasheets for line pipes and associated documents.
• Prepare technical specifications, testing procedures, qualification matrix and schedule (WPQT, NDT validation and PQT).
• Calculate cycle times and raw material consumption, MTO (material take-off).
• Preparing detailed cost estimates including raw materials, procedure qualifications /validations, equipment, personnel, qualification of the personnel, offshore installation (including any onshore prefabrication, if foreseen) and/or subcontracting services (if applicable).
• Identify the critical materials to be estimated on vendor quotations basis.
• Prepare the Technical & Commercial Tabulation of the reference vendor/subcontractor quotation to be included in the bid cost estimate.
• Assist the Estimation Technical Lead in producing bid-phase deliverables and take responsibility for the timely submission of technical and commercial proposals.
• Collect and process the detailed budgets prepared by the specialist proposal engineers for the Offshore Pipeline Technologies activities and services.
• Prepare the Bid Budget Summary sheet and the preliminary project schedule for Pipeline Technologies activities, for internal use.
• Prepare the bid price breakdown and any price/cost details (if required) for Client/End User use.
• Ensure the assessment of cost/schedule of all project activities (including management/ engineering/ procurement services).
• Collaborate with Tendering Team and Operation Team to optimize the time and cost impacts.
• Participate in technical and/or commercial meetings internally and externally with partners and clients.
• Perform efficient and timely proposal handover meeting in case of contract award.
• Accumulate and continuously update knowledge about the Pipeline Technologies services offered.
• To acquire, maintain and actively share knowledge and experience with the team and the more comprehensive organization, supporting the on-the-job development of other Proposal Engineers.
