- Minimum of 4 years work experience with an International Organisation, international non-governmental organization, NGO and/or government development agency -required

- Experience in Information Management (Data collection, Data visualization, Data-base management) -preferred

Reporting to the IFRC Head of Office, Romania, the PMER/Program Coordination Officer is responsible for supporting the effective planning, implementation, monitoring, evaluation, and reporting of IFRC-supported programs in Romania, Poland and Moldova. This position ensures that sustainable PMER systems and program coordination mechanisms are in place to support evidence-based, accountable, and impactful humanitarian programming. It actively supports the operationalization of strategic initiatives, integrates crosscutting themes into programming, and contributes to building the capacities of the Romanian Red Cross, ensuring that IFRC’s support is agile and relevant.
Based in Bucharest, the Officer provides direct support to the Romanian Red Cross and remote technical support to the Polish Red Cross and Moldova Red Cross working closely with the IFRC teams, and Movement partners. The role contributes to strengthening program quality, data management, and strategic alignment.
Job Duties and Responsibilities
Planning, Monitoring, Evaluation, and Reporting (PMER)
- Design, implement and improve PMER systems, tools, and frameworks across IFRC and NS programs, to ensure consistency, accountability, and evidence-based programming.
- Act as a custodian of Unified Planning (Plan, mid-year and annual reports) and related elements including workplans and datasheets ensuring timely and high quality follow up and completion with NS and IFRC teams.
- Support the development and roll-out of centralized monitoring and reporting systems across NS branches.
- Lead or support assessments, Post-Distribution Monitoring (PDM), evaluations, and other data collection activities.
- Support structured data collection methodologies, including survey tools and digital platforms (e.g., KoboToolbox, Power BI), to ensure systematic and high-quality data gathering.
- Ensure timely and quality reporting on operational and donor requirements (e.g., pledge-based reports, progress updates, operations updates) with standard and not standard reporting.
- Work closely with IFRC and NS teams and technical counterparts to draft and ensue quality work on the Disaster Response Emergency Fund (DREF) applications, operations updates and final reports.
- Support the development of a Common Accountability Framework and mainstream Community Engagement and Accountability (CEA) practices and feedback mechanisms including the Community Trust Index (CTI).
- Support the development of forward-looking PMER strategies and initiatives in collaboration with the PMER teams from all Movement partners.
Program Support
- Contribute to the overall strategic planning and operational coherence of programs, including project cycle management and annual Unified Plans.
- Coordinate with NSs and Movement partners to ensure coherent and aligned program implementation.
- Support the management in ensuring efficient and effective delivery of program and operational objectives. This includes overseeing the implementation of pledges and completion of associated reporting requirements, working with IFRC and NS Finance, PMER and other colleagues.
- Support the integration of cross-cutting themes such as disaster risk reduction, disaster risk reduction, climate change, health, Protection, Gender and Diversity, Community Engagement and Accountability into programs.
- Support project management cycles, including setting indicators, tracking progress, identifying risks, and proposing timely adjustments.
- Support the development of project proposals, funding requests, and donor concept notes in collaboration with NS, IFRC technical leads, and Movement partners, ensuring strategic alignment and evidence-based justification.
- Facilitate communication and coordination between internal departments and external stakeholders.
- Provide guidance, technical support and training to NS staff and volunteers on PMER tools, standards, and practices to build long-term institutional capacity.
- Contribute to the development of program proposals, budgets, and resource mobilization efforts.
- Support the operationalization of quality assurance frameworks and program quality commitments.
- Provide technical assistance on data-driven decision making, from indicator design to visualization and reporting.
- Maintain program documentation, schedules, and contact databases.
- Assist in budget monitoring and financial reporting in coordination with the IFRC and NS Finance and PMER teams.
- Facilitate communication and coordination with relevant internal departments, donors, and external partners to support program objectives.
- Support the coordination and communication between relevant teams to enhance efficiency of programs and maintaining effective relationships with Movement partners, donors, and other stakeholders.
- Represent the IFRC in meetings and coordination forums as needed.
