The Small Grants Programme invites applicants for the position of National Coordinator.
The National Coordinator (NC) is responsible for the overall functioning of the GEF Small Grants Programme (GEF SGP) in Romania, and for the achievement of the benchmarks established for country programme implementation in the GEF SGP Project Document and Strategic Framework. The NC reports to the GEF SGP Global Manager at UNDP Headquarters in New York City, and informs the UNDP Resident Representative about the status of programme implementation. The NC will be based in Bucharest, but will spend up to 30% of his/her time in the field engaged in project identification, development, technical assistance, and monitoring and evaluation.
The candidate will have a deep understanding of environment and development problems within the country and of their implications for the global environment. S/he should have substantial experience working with NGOs, CBOs, and communities, and demonstrated willingness and competence to do fieldwork. S/he should be able to build constructive relationships with the Government and other important stakeholders. Prior experience with small grant or environment and development programmes is desirable. Proven management and administrative skills are a must, as are strong writing and communication skills.
Advanced university degree in environmental fields, Environmental Economics, Business Administration or similar field; at least 5-8 years of relevant experience in development work, which should include programme management, preferably with an extended specialized experience in any of the GEF-SGP focal areas at the national level (especially Climate Change related topics); experience in community-oriented environment and development programmes, and in project design, implementation, and monitoring and evaluation; excellent communication skills (written, verbal, interpersonal); fluency in English.

The Global Environment Facility (GEF) has established the Small Grants Programme (SGP) in Romania to support projects consistent with global environmental priorities. The SGP supports activities of NGOs and Community-Based Organisations towards climate change abatement, conservation of biodiversity, protection of international waters, reduction of the impact of persistent organic pollutants and prevention of land degradation while generating sustainable livelihoods. The SGP is hosted by the UNDP in Romania and implementation will be funded by the Global Environment Facility.
