Qualifications & experience
- Bachelor or master’s degree in International relations, Public relations, Social ssciences, Business administration, Communications, or a related field.
- Minimum 5 years of experience in grant writing, project proposal development, or fundraising in the NGO/nonprofit sector.
- Proven track record of successful grant applications to institutional and non-institutional donors.
- Experience working with European funding mechanisms (AMIF, Erasmus+, Horizon Europe, etc.) is a strong asset.
- Familiarity with logical frameworks (LogFrames), theory of change, and project budgeting.
- Knowledge of funding trends in humanitarian aid, refugee protection, integration, and human rights is an advantage.
Technical skills
- Excellent English writing and editing skills, with the ability to produce clear, persuasive, and well-structured proposals.
- Strong research skills to identify new funding opportunities and analyse donor priorities.
- Ability to develop budgets and financial justifications for funding proposals in collaboration with management teams.
- Proficiency in Microsoft Office Suite and familiarity with grant management platforms (e.g. EU Funding, Tenders Portal).
- Experience in monitoring and evaluation (M&E) frameworks for proposal writing is an advantage.
Soft skills & competencies
- Strong analytical and strategic thinking to align projects with donor priorities.
- Excellent organizational and time management skills, with the ability to meet tight deadlines and manage multiple applications simultaneously.
- Attention to detail and accuracy in writing and budgeting.
- Ability to work both independently and collaboratively in a multicultural and dynamic environment.
- Effective communication and negotiation skills for interacting with partners, donors, and internal teams.
Additional assets
- Experience in private sector fundraising, CSR partnerships, or social enterprises is a plus.
- Knowledge of Romanian and European NGO funding landscapes.
- Ability to develop donor engagement strategies and fundraising plans.
- Familiarity with specialized fundraising platforms.

JRS Romania is recruiting a full-time Grants & Fundraising Officer to drive income growth from institutional and private sources. The postholder will scan for new opportunities, cultivate donor relationships, lead the preparation of project proposals and budgets, and run light digital campaigns that fit JRS’s mission and strategy.
The post holder will be responsible for:
Main priorities:
• Donor mapping and opportunity scouting (10%): To identify national and international institutional and private funding opportunities through donor mapping and daily monitoring of grant platforms. The fundraiser will develop and maintain a calendar of upcoming calls.
• Grants development (70%): The fundraiser will be responsible for developing and submitting high-quality project proposals to both institutional and private donors. This process involves drafting concept notes, full applications, budgets, and annexes, in close alignment with donor guidelines and JRS's strategic priorities. The role also requires translating field needs into coherent project designs and coordinating effectively with program and finance teams to ensure timely and competitive submissions.
• Digital fundraising campaigns (10%): Design and implement small-scale digital and event-based fundraising campaigns, such as online donation drives, seasonal giving initiatives (e.g., during holidays or charity fairs), and platform-based fundraising via tools like Galantom or Facebook. The fundraiser will be responsible for coordinating the messaging, timeline, and basic follow-up of these campaigns, in collaboration with the communications team.
Other tasks (10%):
• Donor engagement:
- Cultivate and manage relationships with current and potential donors, sponsors, and community partners by creating and sharing tailored fundraising materials such as thank-you letters, email campaigns, social media posts, and presentations.
- The fundraiser will stay informed of donor trends and policies, represent JRS in relevant donor groups or philanthropic networks, and contribute to planning fundraising initiatives aligned with organizational financial goals. An active participation in sector events and conferences is expected.
- The role also includes maintaining the donor database and upholding ethical and legal fundraising standards.
• Grant management:
Ensure that programme staff are well-informed about donor compliance requirements and advise on the systems or procedures needed to meet those obligations. Provide ongoing technical support and guidance to programme colleagues in the proposal development process, strengthening their capacity in project design and donor engagement.

• Line managed by General manager;
• Member of the Programmes team;
• Will work closely with:
- Programme managers,
- Finance department,
- Communications officer.
Net salary: approx. 10.000 lei (2000 euro)
