About Our Client:
Our client is a company based in Cluj-Napoca, Romania, operating within an international group with subsidiaries in Germany and Italy. They are looking to strengthen their HR team with a detail-oriented payroll and personnel administration specialist who can ensure full compliance with Romanian labour law while supporting cross-border reporting requirements.
About the Role:
We are looking for a Payroll & HR Administration Specialist to join the team in Cluj-Napoca, Romania. This is a hands-on role for an experienced payroll professional who is equally comfortable processing salaries, managing personnel documentation, and staying on top of legislative changes.
Key Responsibilities:
Calculate and process monthly salaries in full compliance with current Romanian legislation
Prepare, submit, and manage Declaration 112
Ensure all salary payments and social contribution deadlines are met without exception
Collaborate with internal departments to resolve payroll and personnel administration queries efficiently
Generate reports on salaries, meal vouchers, leave, and other employee benefits
Prepare timesheets and monthly personnel activity reports; transmit these to colleagues in Germany and Italy
Administer personnel documents and ensure full compliance with legal requirements
Manage disciplinary investigation procedures as required
Draft and process employment contracts, addenda, decisions, and termination documents
Submit modifications to ITM within legal deadlines
Register and update employee data in internal HR systems (Reges Online, SAGA, internal platforms)
Monitor legislative changes and update internal procedures accordingly
Key Requirements:
Diploma as Inspector Salarii / Inspector Resurse Umane
Minimum 3 years of experience in payroll and personnel administration
Solid knowledge of Romanian labour law and payroll-related taxation
Hands-on experience with Reges Online, SAGA (or equivalent payroll software), and time-tracking applications
Good to advanced English — required for communication with international colleagues
Strong Excel skills and high attention to detail
Analytical mindset, proactive attitude, and a solutions-oriented approach
Nice To Have:
Experience working within a multi-country group structure
Experience handling disciplinary investigation procedures independently
Ability to work autonomously and manage multiple deadlines simultaneously
