Health, Safety and Environmental Engineer- on site

Health, Safety and Environmental Engineer is accountable for promoting and maintain a high level of health & safety and environmental awareness within the organization. The position requires cooperation & coordination with all levels of personnel from different Garrett departments as well as contractors . He/she must ensure that for all the new products introduction has been a risk assessment performed in advance and all HSE incidents are reported and investigated in his/her area of responsibility.

Responsibilities:

Develop a sustainable HSE culture and support the plant departments in growing their HSE culture
Promote the HSE ︁︀​︂︃︃​︇︁​︆︄culture by conducting dedicated trainings, organizing campaigns and diseminate the HSE information towards the employees regularly
Ensure the necessary support for designing, implementing and maintaining the local HSE Integrated Management System, according with Corporate policies/ objectives/ procedures and ISO 14001, ISO 45001 and ISO 50001 standards.
Implement the HSE Romanian and European legal requirements and Corporate policies, objectives and procedures at the plant level.
Ensure the necessary support for the implementation of the following activities at the department level: Risk assessment, Training, Machinery safety and equipment safe guarding, Contractor safety, Cranes and hoists, Ladders and scaffolding, Fall protection, Walking and working surface, Industrial hygiene, Fire prevention, Loss prevention.
Provide the necessary support for the employee’s representatives from each department being member of the Health & Safety Committee.
Involved in self assessment audit, findings follow -up and actions closure.

Testing the emergency response system by conduction theoretical & practical drills/simulations as per the plan.
Ensure the emergency response equipment inspection, maintenance and regular testing is conducted.
Issue the hot work permits and verify the pre-existing conditions to perform the activity safely.
Update the emergency response plan and all related documents whenever required.
Provides support for internal & external audits on loss prevention and environmental protection.
Provide regular training (theoretical & practical) to internal emergency response team members.
Liason with local authorities (Emergency Situation Inspectorate, Environmental Agency, Territorial Labour Inspectorate) and facilitate any audit if required.
Focal point in case of biological risks are identified. Act as civil protection officer.
Involved in BCM activities.

Report and investigate the HSE incidents according to legal and Corporate requirements and track the actions closure.
Perform hazard identification and risk assessment for the workplaces/ workstations (including ergonomics analysis).
Validate new products from HSE standpoint by conducting specific Risk Assessment.
Document & maintain the data base for HSE Key Performance Indicators reporting (weekly, monthly, yearly etc.).
Perform internal audits and inspections, according with legal and Corporate requirements.
Participate at the Corporate & third party audits as well as regulatory agencies inspections.


We need:

Technical University Degree
Labor protection inspector according to Government decision 1425/ 2006
Risk assessor according to Government decision 1425/ 2006
Fire inspector certification
Internal auditor for ISO 45001 and ISO 14001
Minimum 3 years HSE experience preferable in automotive/ oil & gas/ manufacturing sectors

Good communication skills (writing, speaking) in English, both technical and non-technical HSE information for use in everyday processes (documents writing, attending teleconferences, meetings, etc.)
