Education
This position requires:

Language

  • An advanced proficiency level (reading, writing, comprehension, and speaking) in Romanian.

Experience
In order to perform the duties relevant to this job, the following experience is required.
  • A minimum of four (4) years of cumulative professional experience in at least two of the following:
    • Experience in client-facing roles, providing advice and services through various channels (in person, by telephone, and electronic messaging)
    • Experience managing complex and sensitive cases involving vulnerable or distressed individuals
    • Experience in data entry and/or using a web application for case/client/file management

ASSET QUALIFICATIONS
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
  • University degree from a recognized institution
  • Work experience in the field of consular services
  • Experience working in a diplomatic mission or in an international organization
  • Formal supervisory or people management experience
  • Experience working with Office 365 Suite (SharePoint, Teams, etc.)

SUMMARY OF DUTIES
The mission is seeking to fill a Consular Officer position for the consular program as well as to create a pool of qualified candidates for similar officer positions that may arise from this process.
This is an officer working-level position responsible for overseeing and contributing to the delivery of consular, passport and emergency management services to Canadians across Romania, Bulgaria and the Republic of Moldova.

The role focuses on assisting Canadians in distress, including those experiencing medical emergencies, arrests or detention, mental health crises, deaths, child protection matters, and other complex situations. The incumbent will supervise and lead members of the consular section, providing guidance and operational support.

Core responsibilities include, but are not limited to:
  • Providing guidance and assistance to Canadian citizens in distress (arrests, detention, victims of crime, deaths, mental health crises, repatriations);
  • Overseeing and coordinating passport and citizenship services;
  • Supporting and contributing to emergency management planning and crisis response activities;
  • Providing advice and recommendations to mission management on consular matters;
  • Supervising and mentoring staff;
  • Developing contingency planning and outreach programs;
  • Providing administrative and financial services in support of consular, passport and citizenship services;
  • Maintaining professional relationships with local authorities, law enforcement, partner organizations and other diplomatic missions;
  • Ensuring compliance with applicable legislation, policies, security and privacy requirements.

AREA OF SELECTION

OPERATIONAL REQUIREMENTS
Operational requirements will be assessed on a "meet/does not meet" basis and can be used to determine right fit of a candidate for the position.
  • Hours of Work: Normal hours of work of work for this position are in accordance with Locally-Engaged Staff regulations of 37.5 hours per week.
  • Overtime: Willingness to work overtime on short notice.
  • Travel: This position may require limited occasional travel domestically and-or internationally.
  • Required to work directly with the public.
  • Ability to work in stressful situations and with clients in distress especially when dealing with emergencies
  • Ability to work on Romanian holidays when the embassy is open.
  • Leave is at the discretion of the supervisor and maybe restricted or refused during peak operating periods.
  • Work is strictly office-based, work from home not being operationally feasible.


CONDITIONS OF EMPLOYMENT
Conditions of employment must be met or complied with before being appointed to a particular position. They are to be maintained throughout the employment period.
  • Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
  • Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada.
  • Per Romanian labour law, an occupational medical screening may also be required.
  • Successful completion of mandatory training and a certification exam. The certification must be obtained within 4 months of the hiring date. Failure to do so may lead to termination.

Canada has very good bilateral relations with Romania. Our countries enjoy strong political ties, highlighted by our shared membership in many organizations including the Organization for Security and Cooperation in Europe (OSCE), la Francophonie, and as NATO allies. A number of important high level visits in 2011 and 2012 contributed to strengthening the political dialogue between Canada and Romania. The Minister of Foreign Affairs of Romania visited Canada in May, a delegation of Canadian Parliamentarians participated in the NATO Parliamentary Assembly in Bucharest in October 2011 and the Speaker of the House of Commons of Canada visited Romania in May 2012 with a delegation of Parliamentarians. Canada and Romania have established a strong legal framework to guide relations with a number of treaties in force, including a Double Taxation Avoidance Agreement, Extradition, Foreign Investment Protection and Promotion, Fisheries, Legal Assistance in Criminal Matters, and Social Security Agreements. Canada and Romania also enjoy strong cultural ties, thanks to a vibrant community totaling an estimatedCanadians of Romanian origin living mainly in the Montreal and Toronto areas. Approximately 2,000 Canadians live permanently in Romania and up toCanadians visited Romania in 2011. The interaction of the Romanian communities in Canada with their country of origin continues to enhance bilateral relations. In the fall of, the Canada-Romania friendship group was established in the Canadian Parliament. Bilateral trade between Canada and Romania reached $387.5 million in 2012. The stock of Canadian direct investment in Romania was $273 million at the end of 2011. Canadian firms have direct investments in mineral and petroleum exploration, in electronic and automobile manufacturing and in services.
