Minimum Qualifications
Education

Experience
Minimum two years of experience in finance, accounts payable/receivable, disbursements, vouchering, allowances, or a related financial role.
Languages
Good working knowledge of English (speaking, reading, and writing).
Fluent Romanian (speaking, reading, and writing).
Language proficiency may be tested.
Knowledge
Financial management principles, including accounting, bookkeeping, finance, or business administration.
Basic knowledge of Romanian commercial practices, laws, and banking regulations.
Skills & Abilities
Strong analytical, organizational, and communication skills.
Ability to manage changing priorities and analyse financial transactions and supporting documentation.
High level of integrity and professionalism.
Ability to provide courteous customer service and interact effectively with colleagues and external contacts.
Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, Power Automate, Power BI, and Generative AI.

The Accounts Payable Technician (APT) manages the full range of accounts payable and receivable services for all subscribed ICASS (International Cooperative Administrative Support Services) agencies for the Mission.
dvises the Accounts Payable Manager (APM) and ensures timely, accurate processing of payments and receivables in compliance with Appropriation Law, GAAP (Generally Accepted Accounting Principles), FAM (Foreign Affairs Manual), DSSR (Department of State Standardized Regulations), ICASS service standards, and host government laws. Oversees vendor and employee payments.
