Experience/Education Requirements:
FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2 TO QUALIFY.
Option 1:
EXPERIENCE: At least three (3) years required in Procurement field or similar area. Experience in customer service, administrative/government work, and purchasing field.
EDUCATION: Two years of college education is required.
OR
Option 2:
EXPERIENCE: At least five (5) years required in Procurement field or similar area. Experience in customer service, administrative/government work, and purchasing field.
EDUCATION: Completion of High School is required.

Required Language Proficiency:
Fluent English and Fluent Romanian is required. This may be tested.
Required Job Knowledge:
Must be familiar with Romanian and EU business practices and local market practices, Romanian and EU Contracting Laws and Directives.
Required Skills And Abilities:
Must have a valid, current license for cat. B for a minimum of five (5) years.
Must have computer abilities to use Microsoft Windows and Office as well as the ability to learn how to work with other software products; should have good numerical and typing skills.

- At this post, incumbent serves as lead contracting specialist in the procurement section which procures a variety of commodities and services for Embassy Romania and 23 tenant agencies.
- Reviews requests for the procurement of commodities and services, and assigns them to purchasing agents based on the necessary contract vehicle and existing workload.
- Advises purchasing agents regarding type of procurement to utilize, policy considerations, possible problems, etc. Advises Procurement Supervisor on workload issues, difficult procurements, suggested actions, etc.
- Assists the Procurement Supervisor in complex or difficult procurement actions.
- Manages Contracting Officer Representative and Purchase Card programs.
