Candidatul Ideal

The International Tender Expert is responsible for managing and coordinating the company’s participation in public procurement procedures and tender processes conducted in the international environment. The person in this role leads the bidding team, ensures the monitoring of opportunities and procedural deadlines, oversees the preparation and submission of the required documentation, verifies the compliance of documents received from third parties, and maintains effective collaboration with external consultants, law firms, partners, and other involved stakeholders.

Requirements
  • University degree completed, preferably in law, economics, public administration, international relations, or other relevant fields.
  • Advanced English skills, both written and spoken; knowledge of additional foreign languages is an advantage.
  • High attention to detail and strong accuracy orientation.
  • Critical and structured thinking, rigor, and results-oriented mindset; ability to analyze data.
  • Specializations/courses in the field of public procurement are considered an advantage.
  • Knowledge of public procurement procedures and/or participation in international tenders is considered a significant advantage.Previous experience in a similar role involving public procurement, bid management, or international tenders is considered an advantage.

Key Responsibilities
  • Uses international tendering platforms.
  • Continuously monitors procedural deadlines, submission schedules, clarification requests, and key milestones of each procedure.
  • Reviews tender documentation and participation requirements from the perspective of eligibility, administrative compliance, and participation opportunity.
  • Coordinates the preparation, consolidation, review, and submission of the documents required for participation in international tenders/procedures.
  • Ensures that all documentation is complete, accurate, compliant, and submitted within the established deadlines.
  • Verifies documents and information received from third parties (partners, subcontractors, supporting entities, consultants, translators, external experts, etc.) in terms of compliance and alignment with the procedure requirements.
  • Maintains working relationships with consultants, law firms, notaries, certified translators, local partners, and other collaborators involved in the procedures.
  • Requests, consolidates, and follows up on the receipt of supporting documents, declarations, certificates, and forms required from internal departments and third parties.
  • Prepares clarification requests to contracting authorities/entities, where applicable, and manages the responses received.
  • Reviews clarification responses and updates to the tender documentation, assessing their impact on participation.
  • Collaborates with the Procurement, Finance, R&D, Sales, and Production departments to obtain the information and documents necessary for bid preparation.
  • Participates in drafting administrative documents, standard forms, declarations, and annexes required within the procedures.
  • Provides support in preparing consortium agreements, subcontracting agreements, third-party support documents, and other contractual documents related to participation.
  • Verifies compliance with requirements regarding the form of documents, including signatures, notarizations, apostilles, certified translations, certifications, and other formalities specific to international jurisdictions.
  • Manages the physical and/or electronic archive of participation documentation and correspondence related to each procedure.
  • Updates internal databases and tracking tools related to ongoing procedures.
  • Monitors procedure results and prepares the documents required for subsequent stages, including clarifications, additional submissions, justifications, contract signing, and post-award documentation.
  • Provides support in the handover to the Sales-Contracting Department.
  • Monitors legislative, procedural, and practical developments relevant to international public procurement.
  • Contributes to the improvement of internal workflows, document templates, and operational procedures related to tender participation.Ensures confidentiality of information and compliance with internal policies on professional ethics and regulatory compliance.
