Bachelor's degree in Civil Engineering (specialization in Construction Engineering, Road Engineering, Bridge Engineering, or similar field).
Professional Experience: Minimum 8 - 10 years of experience in a technical office environment within a construction or infrastructure company.
Proven experience in preparing and submitting tenders under Romanian public procurement procedures.
Experience working on projects for or with CNAIR and/or CNIR is a strong advantage.
Technical Skills:
- Proficiency in standard construction engineering software (e.g., AutoCAD, MS Project, or equivalent planning/design tools);
- Ability to create, maintain, and interpret Gantt charts for project scheduling and milestone tracking;
- Good understanding of construction methodologies, work breakdown structures (WBS), and project execution planning;

We are seeking a motivated and detail-oriented Tender Specialist with a background in Civil Engineering to join our team. The ideal candidate will have solid experience in the technical office environment, a thorough understanding of Romanian public procurement legislation. Experience working with national infrastructure bodies such as CNAIR, CFR or CNIR (Compania Națională de Investiții Rutiere) is highly valued.
The Tender Specialist will be responsible for preparing, managing, and submitting competitive tenders for civil infrastructure projects including roads, bridges, tunnels and general construction works.Identify, analyze, and evaluate tender opportunities;

- Review and interpret tender documentation;
- Coordinate with the technical team, site engineers, and management to prepare complete and compliant tender submissions;
- Prepare technical and financial offers in accordance with Romanian public procurement law;
- Develop and maintain detailed Gantt charts is a plus;
- Liaise with subcontractors, suppliers, and partners to gather supporting documentation for tender submissions;
- Support the technical office with cost estimation, BOQ (Bill of Quantities) review, and project planning activities.
- Participate in post-tender clarifications and negotiation phases when required.
- Maintain up-to-date knowledge of changes in Romanian procurement legislation and SEAP platform procedures.
