Position requirements:
EDUCATION: Bachelor’s degree in Computer Science, Information Systems, Electrical Engineering, Library and Data Science/Analytics, or any Audio/Visual Communications and Technology
EXPERIENCE: A minimum of 5 years working experience in computer networking operations, network management or utilization of computer systems.
LANGUAGE: Fluent English and Fluent Romanian required. This may be tested.
Job Knowledge:
Networking & Infrastructure: Understanding of network protocols (LAN, WAN, TCP/IP), network equipment (routers, switches, firewalls, servers), and telecommunications systems. Familiarity with server administration and remote access technologies.
Security & Risk Management: Knowledge of cybersecurity principles, IT security methods (firewalls, encryption, VPNs), and risk management processes. Understanding of privacy principles and network security architecture.
Cloud & Productivity Tools: Experience with cloud-based technologies and office productivity suites (Microsoft 365, Google Workspace, or similar).
IT Customer Service: Ability to support users with software, hardware, and applications on Department systems.

Technical Support: Provide Tier 2 support for IT platforms and mobile devices. Troubleshoot technical issues, analyze root causes, and implement solutions. Execute operating system commands and use network diagnostic tools (ping, traceroute, nslookup).
System Administration: Operate network equipment and manage productivity suites. Willingness to obtain relevant IT certifications (Microsoft, Cisco, CompTIA) as appropriate.
Communication & Collaboration: Work effectively with people from diverse cultural and technical backgrounds. Communicate clearly with both technical and non-technical audiences.

The IT Administrator (Senior) is a key technical resource within BUCHAREST/DT, Customer Engagement’s Diplomatic Technology team, providing advanced technical guidance and expertise in IT, desktop support, application development, and network systems. The role involves managing and securing the network infrastructure while administering Information Technology (IT) systems to ensure the confidentiality, integrity, and availability of IT services. Key responsibilities include administering and optimizing both on-premises and cloud-based applications, supporting desktop environments, leveraging emerging technologies such as AI-driven automations and solutions, and managing IT hardware and network systems. The position also supports systems and network design and installation, as well as the configuration and maintenance of network infrastructure.
Provides Tier 2 and 3 technical support, with increased focus on end-user systems and desktop environments, offers technical guidance and expertise in troubleshooting and resolution, and mentors other Diplomatic Technology staff to strengthen their technical and problem-solving skills. Serves as an escalation point for critical technical issues, collaborating with cross-functional teams (including regional and Washington-based counterparts) to ensure seamless IT, application, and network operations. Leads and participates in Diplomatic Technology initiatives, including those related to AI integration, application development, and desktop modernization, while continuing to focus on network design, optimization, and security to ensure effective implementation.
