We are an established company with a registered legal entity and a warehouse that already meets the necessary physical and operational requirements for storing and handling plant seedlings. We are looking for an experienced professional to guide us through the full process of obtaining official registration as a professional operator and the authorization required to independently issue and print EU Plant Passports (Pașaport fitosanitar / Plant Passport) in Romania.

Scope of Work
- Advise and manage the registration of the company as a professional operator with the relevant County Phytosanitary Office (Oficiul Fitosanitar Județean) and the National Phytosanitary Authority (ANF).
- Prepare and submit all required documentation for authorization to issue Plant Passports under Regulation (EU) 2016/2031.
- Ensure the company meets all knowledge, traceability, and procedural requirements.
- Coordinate inspections and communication with the competent authorities.
- Set up internal systems and procedures so that the company can independently examine lots and print/issue compliant Plant Passports.
- Deliver the project until the company is fully authorized and operationally ready to issue Plant Passports on its own.

Requirements
- Proven experience with Romanian/EU plant health regulations, professional operator registration, and Plant Passport authorization.
- Strong knowledge of Regulation (EU) 2016/2031 and related implementing acts.
- Experience working with ANF and County Phytosanitary Offices.
- Ability to work independently and deliver results on a fixed-scope project.
- Excellent communication skills in Romanian (English is a plus).
- Preferably previous successful cases of helping companies obtain Plant Passport issuance rights.
