Position Requirements
FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2 TO QUALIFY.
Option 1:
University Degree in Economics, International Relations, Marketing, Business Administration or related field.
AND a minimum of four years of progressively responsible experience in one or more following areas: energy sector analysis and monitoring, EU Policy research, economic analysis, or business administration.


(or) Option 2
Completion of 2 years of college studies.AND a minimum of six years of progressively responsible experience in one or more following areas: energy sector analysis and monitoring, EU Policy research, economic analysis, or business administration.

LANGUAGE
Fluent English and fluent Romanian - speaking/reading/writing - required

Job Knowledge:
  • Thorough knowledge of economic principles and theory
  • Strong understanding of the Romanian economy, including its structure, key sectors, and economic institutions
  • Familiarity with Romanian foreign and domestic economic policies
  • Understanding of European Union economic policies and regulatory frameworks
  • Knowledge of energy markets, energy security concepts, and extractive industries
  • Familiarity with state-owned enterprise (SOE) governance and reform principles
  • Understanding of international trade and investment principles
  • Knowledge of economic research and analytical methodologies
  • Detailed familiarity with Romanian and EU-level policies on energy reform, critical minerals, mining regulations, and SOE privatization programs;

Job Description

JOB OVERVIEW
  • Serves as the Mission's principal advisor on economic reform, energy policy, mining and extractive industries, and state-owned enterprise (SOE) reform and privatization, focusing on issues affecting U.S. interests.
  • Recommends strategic approaches and identifies key stakeholders for Mission engagement.
  • Coordinates with two Economic Specialists to maintain high-level relationships with senior Romanian government and private sector officials, European Union institutions, and international financial organizations on economic reform, energy policy (including advanced energy technologies), critical minerals, and extractive industries.
  • Advises Mission leadership, including the Deputy Chief of Mission and Ambassador, on economic developments, reform progress, and their impact on U.S. interests.
  • Assesses situations, evaluates alternatives, and recommends solutions to ensure transparency and equitable treatment for U.S. companies in greenfield investments and privatization projects. Provides technical guidance on economic policy and assists with regulatory and investment challenges.
  • Monitors Romania's EU engagement, economic reform initiatives, and market economy development. Analyzes policy trends, identifies correlations, and recommends actions supporting U.S. strategic interests. Initiates analytical reporting and coordinates with Political Section counterparts and other agencies.
  • Supports implementation of Mission strategic objectives related to economic growth and participates in interagency working groups.
