Community Liaison Officer (CLO – Solar Power Plant Project
Location: Arad - Graniceri County (Construction Site)

The Role
We're looking for a Community Liaison Officer to serve as the key contact point between our photovoltaic project and external stakeholders—local communities, authorities, landowners, and NGOs.
You'll ensure effective communication, manage stakeholder engagement, handle grievances, and support social risk mitigation throughout the project lifecycle. This role is critical for smooth project execution, minimizing social conflicts, and ensuring compliance with national legislation, international standards, and lender requirements.

Reports to: Environment and Social Management Manager

What You'll Do
Stakeholder Engagement
  • Implement and maintain the Stakeholder Engagement Plan (SEP)
  • Build relationships with local communities, municipalities, landowners, and authorities
  • Organize community meetings, consultations, and public hearings
  • Ensure transparent communication about project activities, timelines, and impacts
Community Relations
  • Act as the main point of contact for local stakeholders and affected communities
  • Support land access coordination and communication with landowners
  • Identify community concerns and proactively prevent and resolve conflicts
  • Monitor local sentiment and social risks affecting project progress
Grievance Management
  • Manage the project grievance mechanism and complaint register
  • Ensure timely response, follow-up, and resolution of grievances
  • Track and report all complaints and stakeholder feedback
  • Escalate critical issues to the ESM Manager
Social Compliance Support
  • Support implementation of social mitigation measures defined in the ESIA and SEP
  • Ensure compliance with lender requirements (IFC, EBRD)
  • Assist during social audits, inspections, and due diligence reviews
  • Maintain accurate documentation and stakeholder engagement records
Reporting
  • Prepare regular reports on engagement activities, grievances, and community risks
  • Provide timely updates to project management
  • Maintain proper filing and documentation systems
