Currently we are looking for an HR LOGISTIC Coordinator with experience in onshore-offshore mobilizations (tax, immigration, crew change).

Project based role: 1 year with possibility to extend as per project need

Working Location: main will be in Aricestii Rahtivani, Prahova Romania, possible businesstrips as well in Romania (Constanta), Italia (Fano, Milano)

MAIN TASK:

  • Ensure administrative and contractual management, planning, scheduling, and all HR requirements for local and seconded personnel (expatriates and inpatriates) according to the law, to the national and international labour agreements, trade union agreements as well as company guidelines and procedures.
  • Plan, supervise, calculate, and control labor cost and propose any corrective actions necessary as resulting from the analysis.
  • Global mobility activities coordination (tax, immigration: visa & work permits) necessary to comply with local legislation within the Project scope of work.

PROJECT TASKS:

  • Supervise the team of Site administrators;
  • Schedule and coordinate with Vessel Admins all crew changes for allocated vessels considering any key date conflicts and advise Vessel Operations Team and Project HR Coordinator of any issues/shortages;
  • Ensure to maintain all department personnel onboard the Barge/vessel offshore as per set manning levels all the time;
  • Ensure all trainings and documentation in place prior to traveling to work site as per contract;
  • Review and issue on weekly basis the Barge personnel matrix (working/time-off schedule);
  • Coordinate with relevant Training function maintenance of training matrix for all offshore personnel and ensuring personnel going offshore have the requisite trainings/documentation;
  • Knowledge of various certification of offshore crew. Keeping a track of crew competency certification validity;
  • Ensuring that the appropriate documents (Hard and Soft Copies) relating to the Vessel CA&A system are maintained and made available for inspection to the system verifier and other interested parties;
  • Ensures that the vessel administrators document and maintain their individual competence Portfolio’s and Logbooks;
  • Ensures that all certificates issued by Vessel Administrator to vessel personnel under the CA&A scheme are kept in such a way that authenticity or confirmation of issue of a certificate can be verified at a later stage if necessary;
  • Coordinate personnel movements (onshore & offshore); ensuring passports, work permits and visas are available and valid;
  • Collecting reports for crew movements and monthly man-hours reports;
  • Coordinate with vessel administrators’ preparation of crew boat schedule for vessels;
  • Be familiar with Emergency Response Procedure and Medical Evacuation procedures;
  • Train new Barge Administrators;
  • Coordinates the crew changes of the chartered Tugs, interfacing with the appointed Transportation Officer.

Professional Skills

  • Capability to assign human resources appropriately to different projects and activities;
  • Knowledge and use of IT tools related to the business processes (i.e. SAP, WMS) and HR function;
  • Knowledge of legislation and contracts for personnel employment management, including the main aspects of privacy (e.g. knowledge of hiring typologies, placement, qualifications, transfer);
  • Think through situations from different perspectives and take the appropriate risks and decisions;
  • English knowledge mandatory medium level; advanced level will be considered a plus.
