For our Romanian branch based in Bucharest, we are currently seeking to recruit a Public Procurement Expert with a strong knowledge of the legislation and regulations in the field and proved experience in successfully managing procedures, documentation and participation to tenders. Additional interest in training & vocational education, good understanding of the project management field and a certain passion for new technologies will definitely be a plus.
You will play an essential role in developing future growth of the company and be responsible for identifying strategy, coordinate planning and develop activities to build the company’s successful practice in both accessing and implementing public procurement services and projects.
Main tasks and responsibilities
Support the strengthening of the company’s position in the Romanian market through efficiently managing the company’s operations in participating to and accessing public contracts;
Develop and maintain the company’s portfolio of services according to the main regulations and procurement specific requests ;
Identify and develop technical and financial documentation of offer for securing the company’s participation to public procurement competitions;
Identify potential partners in order to create competitive consortia for presenting an offer;
Coordinate the public procurement related operations;
Coordinate and plan implementation of successful contracts.
Educational and Training Qualifications
Bachelor degree preferably Law or related field;
Proven Public Procurement legal expertise, both European and Romanian;
Skills and Experience
Record of successful experience in the Public Procurement field;
Experience in public procurement procedures at the national level - operational management and preparation of technical offers
Experience in public procurement procedures with multilateral organizations - operational management and preparation of technical offers
Experience in consulting procedures within the public sector - governmental and public entities
Knowledge about European Funding opportunities and procedures;
Good understanding of the training, vocational education and e-learning fields.
Ability to work with people at all levels, to promote good personal relations, courage to work with change;
Good "people" skills to secure an efficient communication and management process with partners inside consortia;
Good planning and organizational skills;
Good IT, budget and report writing skills;
Native in Romanian and preferably good knowledge of Spanish and English.
