EXPERIENCE:
A minimum of two years of program and office management experience is required.
EDUCATION:
A University degree in international relations, international business, public policy, or business administration is required.
LANGUAGE: Fluent English is required. Fluent Romanian is required.
SKILLS AND ABILITIES:
- Good interpersonal skills, ability to work with others
- Must be able to work independently and under supervision/direction.
- Must have a valid current driver's license for the class of vehicle(s) assigned or authorized to drive.
- Must be able to anticipate problems and think of creative and effective solutions.
- Must have good organizational abilities and be able to prioritize tasks effectively while working under pressure.
- Must be able to travel outside the country.
- Must have had a driver's license for a minimum of five years and must obtain and maintain the ability to drive (independently) ODC-assigned government vehicles.

BASIC FUNCTION OF POSITION:
- Officer-level FSN in the Office of Defense Cooperation (ODC) responsible for providing assistance in developing, implementing, and managing a broad range of Air Force & Navy Foreign Military Sales (FMS) acquisition cases under the auspices of the U.S. Defense Security Cooperation Agency's Security Assistance Program.
- Provides interface between international Security Assistance Program offices of three U.S. military services, the general staff at the headquarters of the Romanian military services and Romanian National Armaments Directorate organizations for procurement of air, land and sea armaments.
- Assists with management of over $8B in Foreign Military Sales forecasted to more than double over the next 5 years $100M annually in Title 22 grants; up to $150M annually in Title 10 grants, the U.S. Military Academics program, the Golden Sentry End Use Monitoring Program and the George C. Marshall Center program.
- Maintains direct working relationship with service officials throughout the Ministry of Defense and the entire Romanian military establishment in order to conduct Security Assistance in concert with the organization, training, equipping, modernization and employment of Romanian military forces. Ensures compliance with the Foreign Assistance Act of 1961 (as amended) and the Arms Export and Control Act.
