| CANDIDATUL IDEAL:
We are currently seeking experts for this tender to fill in the positions of:
Long term experts
Key expert 1 – Team leader
The long-term EU expert
Qualifications and skills
− University degree in management, public administration, law or a related subject;
− Qualification in project management (preferable EU supported project), good knowledge of Phare procedures.
− Excellent communication and management skills as well as very good intercultural understanding;
− Fluency both in written and spoken English,
− Team management skills,
Able to
− Manage a team composed of international and local specialists;
− Supervising and co-ordinating all technical aspects of a contract;
− Ensuring good communication;
− Organising and overseeing administrative and logistical support;
− Make all necessary arrangements for the start of the work;
− Set out detailed work plan for each component in collaboration with the project assistants and the beneficiary;
− Co-ordination and monitoring of the project assistant(s) activities, closely monitoring the implementation of activities defined under component 1 and 2.
General professional experience
− Minimum of ten years of international experience in human resources management
− Coordinator of at least at least 1 (one) project which was financed from EU funds and related to technical assistance for institutional building in Public Administration in Member States or Phare countries.
Specific professional experience
− Minimum of five years of professional experience in human resources management in public administration,
− Good knowledge of specific parliamentary activities
Key expert 2 – Training expert
Qualifications and skills
− University degree in one of the following subjects: law, public administration, political science, economics, teacher training or a related subject
− Fluency both in written and spoken English,
− Qualification in HR Development and especially training;
− Excellent communication and management skills as well as very good intercultural understanding;
General professional experience
− Working experience in managing training activities to public administration
− Experience in developing curricula and teaching materials for training
− Previous assignments on related projects in a EU member state or PHARE countries
Specific professional experience
− Previous involvement in drafting training methodologies and needs assessments;
− Previous experience and knowledge regarding quality assurance of the training process
− Knowledge of specific parliamentary activities would be an asset.
Key expert 3 – Human resources management expert
Qualifications and skills
− University degree in one of the following subjects: law, public administration, management, economics, social sciences or a related subject
− Fluency both in written and spoken English,
− Postgraduate courses in human resources management for public administration or public sector management would be considered an advantage
− Excellent communication skills as well as very good intercultural understanding
General professional experience
− Proven track record in human resources management
− At least one assignment in EU member or candidate countries on EU funded project on human resources management
Specific professional experience
− Experience in designing and implementing human resources management systems and processes for public administration
− Experience in developing human resources policies for public administration
− Good knowledge of specific parliamentary activities
