CANDIDATUL IDEAL:

Qualifications:
- Certified by Romanian authorities to assume the position of Safety Coordinator.
- Minimum 15 years of relevant experience in a similar work environment.
- Proven experience in working with Romanian Regulatory Safety boards or similar Authorities in Romania.
- Having charisma and an authoritative approach to motivate and inspire devotion in people to perform their specific safety tasks.
- Excellent communication skills both verbal and written (Romanian and English).
- Being good at motivating others, having the ability to see the big picture and ensure that all safety engineers see it too.
- Ability to conduct risk workshops with Contractor and Sub-Contractor staff engaged in TAR planning and execution.


RESPONSABILITATI / BENEFICII:

Mission:
- Establish and maintain a HSE Design Case documentation for new assets and major asset modifications fully linked to the Gate keeping requirements
- Establish and maintain an Operational & Activity HSE Case to ensure a consistent preventive identification of major hazards and definition of countermeasures considering the following:
- Plant Assets (HSE critical elements)
- People (HSE critical tasks, safe manning levels)
- Procedures (critical operating)
- Turnaround (TAR) HSSE management
Tasks and Targets for Turnaround (TAR) Safety Coordinator:
- Providing oversight on all Contractors and Sub-Contractors engaged in the TAR with specific emphasis on occupational health and site safety requirements as stipulated in RO-law 319 (Government decision HG 300), established Contract between Company and EPCM as well as relevant Contractors and Sub-Contractors.
- Ensure the appropriate application of HSE Design Case and Operational & Activity HSE Case through the verification and endorsement of the timely implementation of HSE Site Plans as well as Task Risk Assessments (method statements) by all Contractors and Sub-Contractors engaged in the TAR.
- Establish weekly meetings with all Safety Coordinators assigned by Contractors and Sub-Contractors in order to review unsafe situations, behavior, and performance and training aspects.
- Conduct safety audits in accordance with a pre-agreed audit schedule. Report observations and non-conformities to enable immediate remedial actions by Construction Management or Program Management.
- Liaise with TAR Management to promote the improvement of Site Safety Programs and establish measures to acknowledge and reward personnel for good safety behavior and performance.
- Encourage the reporting of near misses and other unsafe situations for the attention and resolution by TAR-Construction and or Program Management.
- In case of incidents or accidents, manage the accurate reporting and coordinate associated root cause analysis.
- Establish weekly reports to monitor key performance indicators and monitor the execution of remedial actions through an appropriate Tracking System.
- Regularly review and update, when required, the Company’s HSE modules shown in the Contract.
