JOB DESCRIPTION:
As a Turnaround ( TA ) consultant the target of this position is to achieve the successful execution of all assigned phases of the turnaround management process for SC PETROTEL-LUKOIL SA refinery. The position is intended to apply global procedures, best practices and efficient planning, tools to the TA process and ensure the milestone plan for the turnaround is ensured.
The main duties will comprise :
Develop and maintain baseline schedules.
Set up and perform progress measurement and reporting.
Establish and maintain the project integrated schedule.
Developing, maintaining and distributing project programs to Project Managers and the Project team.
Ensure that all programmed activities have man hour contents that are in line with established procedures.
Progress meetings and report on the current situation and shall note all changes in the forward plans and any restrictions on progress.
Recording works additional to the original requirements and all variations and revisions which must be incorporated in the site plan and informing the appropriate staff and subcontractors of any changes to their workload and any alterations to the targets previously set.
Collating work progress for each contract and each area and include them in the weekly and monthly reports.
The monitoring of site progress and preparation of weekly ‘look-a-heads’ to maintain objectives and agreed milestones.
The review of and agreement with Subcontractor’s programmes to ensure compatibility with project requirements.
Optimizes TA work scope by facilitating scope reviews and by identify scope that can be moved outside the TA window. Establishes, plans, tracks, and reports on TA performance KPI's. The use of KPI's will help in identifying the effectiveness of the planning effort and identify areas for improvement. Modify the TA plan and schedule if need (within BU guidelines). Modify TA procedures and set TA resource and manpower requirements.
Qualifications:
This position must have extensive maintenance supervision experience and planning practice in a Petrochemical and/or Refining manufacturing facility. An in depth knowledge of maintenance work execution for all types of crafts typically used in such facilities is required. Also, an in depth knowledge and experience in the planning and execution of large (> $10M) turnarounds is required. This position must have basic cross discipline mechanical, civil, instrumentation, and electrical, knowledge; with a core expertise in at least one of these areas. It is required to have at least 4 year degree Bachelors of Science degree in mechanical, civil, electrical, or chemical engineering.
The position must have strong communication and leadership skills. It is desirable for this position to have working knowledge of SAP and a strong knowledge of our accounting practices associated with maintenance and projects work activities.
Over 5 years as planning engineer for international gas and oil projects as planner for major EPC or construction company.
• Skilled user of Primavera application.
• Fully familiar with all MS offices applications and planning techniques.
• Fluent knowledge of English.
