Senior Buyer

-Min. 3 years of experience as a buyer in technology environment, preferably installations
-Graduate of technical faculty
-Principles and practices of centralized purchasing
-Common business practices relating to the purchase, pricing, terms, shipment, taxes, and payment for commodities and services
-Large scale purchasing methods and procedures
-Basic knowledge of public procurement legislation in Romania
-Fluent English
-Good knowledge of French is an asset

-Is responsible for purchasing activities/process for the company involving complex technical specifications and evaluation processes;
-Reviews internal requests;
-Responds to requests for emergency purchases;
-Writes and evaluates specifications and invitations to bid (RFO/P – Request for offers/proposals);
-Researches product lines, prices, product sources, and other relevant purchasing information;
-Evaluates research findings and makes independent decisions on procurement matters;
-Examines price, suitability, and availability of items and services;
-Compares specifications;
-Obtains price quotes from vendors and perform competitive bidding process (compares quotes with the specifications and availability of items);
-Reviews bid protests and prepares oral or written recommendations;
-Develops and renews major service contracts and maintenance agreements (Service Level Agreements);
-Places and follow up Purchase Orders;
-Reviews contracts for changes prior to bid or renewal;
-Approves price increases provided for in contracts and makes changes as necessary and appropriate;
-Interprets and evaluates contract provisions;
-Reviews orders for completeness, accuracy, and compliance with existing policies and procedures;
-Evaluate vendors and evaluates their products and capabilities as a supplier;
-Serves as a liaison between vendors and department personnel;
-Organizes, updates and retains product information files and purchase order records;
-Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively to provide quality customer service ;
-Gives advice and assistance in training other buyers.
-Develops and implements Purchasing Procedures and documentation
-Evaluate contract performance
-Takes part in Project teams to develop and implement complex intra-company projects.
