| CANDIDATUL IDEAL:
• A University degree or diploma. Must have good knowledge of Romanian accounting system - certified accountant.
• A minimum of three years in a senior financial supervisory role. Requires proven experience in treasury activities, establishment and monitoring of budgets, and an understanding of data processing concepts and systems, tax law.
• Knowledge of Generally Accepted Accounting Principles ,both Romanian and United States, and a practical knowledge of financial systems and internal controls.
• Fluent English communication skills written and verbal.
• Skills in the non-commercial as well as commercial activities.
• Strategic thinking skills.
• Demonstrated ability to initiate and lead needed organizational change.
• Must be able to travel nationally and internationally 25 %
• Able to work collaboratively and build positive relationships
| RESPONSABILITATI / BENEFICII:
• To implement and develop financial policies in such areas as, but not limited to: budget, cash management and forecasting, funding by donor, recording and documentation, and financial reporting. To ensure compliance with World Vision policies and local regulations as they relate to financial matters.Ensure standard financial systems are established and maintained in order to provide appropriate levels of security and control over World Vision Romania’s resources and operations
• Ensure compliance with the policies and standards in the Field Financial Manual and specific Institutional Donor requirements.
• Provide management advice and assistance to the National Director and Project Managers including assistance in the preparation and monitoring of annual budgets. Provide technical support to project workers in formulating and implementing project accounting systems for both Romanian and WVUS accounting systems.
• Assure that internal control systems are in place
• Supervise Romanian accounting staff, ensuring that all local regulations are followed.
• To develop a partnership business relationship with outside vendors, such as accounting firms or tax lawyers.
• Provide leadership and strategic management to financial and fund-raising components of the WV Romania ministry. Participate in the WV Romania strategy design, implementation and evaluation.
• Work together with SMT members to explore the most economic way of addressing program needs without compromising the ministry’s quality.
• Develop performance management and building a high functioning team. Identify finance staff for capacity building and succession planning. Provide on-the-job training and mentoring and advise the HR department on appropriate training & development opportunities for finance staff.
