| RESPONSABILITATI / BENEFICII:
National Coordinator for the Phare Project RO 2003/005-551.04.08 “Improvement of accountability and transparency in the allocation and use of healthcare resources through the implementation of an informatics monitoring system for hospital morbidity and hospital case-based financing system”
Summary of Project
The Project will provide assistance to the Romanian health sector with regard to implementation of DRGs over a period of about 9 months. There are five main tasks, as follows:
A: the hospitals need to be advised on how to collect the diagnosis and procedure information that are required to decide each patient's DRG class (and hence the amount the hospital will be paid).
B: a system of data collection and computerized analysis and reporting needs to be set up that is consistent with national data standards.
C: a payment formula must be developed and implemented that includes ways of checking the data before payments are made.
D: it will be necessary to decide the payment rates for each of the 670 different types of acute inpatients.
E: attempts must be made to encourage improvements in the cost-effectiveness of patient care.
Responsibilities of the National Coordinator
• Planning and monitoring the progress of activities, and ensuring that deliverables are provided to the Clients on time.
• Coordination of the work of technical working groups, the Project Technical Committee, and the Project Steering Committee.
• Facilitation of arrangements for the conduct of training courses for central and regional agencies, and hospitals in the clinical classifications.
• Facilitation of arrangements for the conduct of training courses for hospitals in clinical recording, coding, and data entry for hospital staff.
• Facilitation of arrangements for the conduct of training on collection and use of data from the MBDS.
• Facilitation of arrangements for the conduct of training for hospital managers regarding DRG data production, interpretation of DRG reports, and analysis of hospital and departmental budgets in DRG terms.
Qualifications of the applicant
Essential:
• Romanian native speaker with excellent English speaking, reading, and writing skills.
• Experience in working in a Project environment, and consequent willingness to work long hours where necessary.
• Detailed knowledge of the Romanian health sector.
• Experience in coordinating the work of a large project team, including supervision of the work of office staff.
Desirable:
• Moderate word processing skills.
Duration of employment
Fulltime from July 2006 to April 2007.
