General information:
Scope of Work: Managing several LSTK EPC Contractors (Cracker/PE/Methanol/AA/VAM Projects)
Contracts Manager should help in setting up remaining contracts using the existing ones as an example.
Thereafter, during EPC, acting as a consultant and support to Project Managers on any contractual or claim ssues. Preparing also Contract Briefings for Team Members.
Most of the tasks should be resolved through correspondence and conference calls.
Profile: experienced Contracts Manager capable for overviewing several projects.
Roles and Responsibilities
The Project Contracts Manager and the Contracts Administrators are responsible for administering the contracts from the Request for Proposal to contract closeout, including the following activities:
- Participating in the project contracting philosophy and subsequent contract schedule and overall contracting plan.
- Developing more detailed individual contract plans for utilization by all involved disciplines.
- Performing detailed area resource surveys of contractor capability for the work involved and provide
recommendations to TASNEE.
- Preparing a project bidders list and obtaining approvals as required.
- Ensuring all contract files are maintained in accordance with project procedures.
- Preparing and developing contract bid packages based on job requirements and engineering data.
- Establishing negotiating strategies.
- Participating in contract risk assessment and mitigation reviews and recommendations.
- Holding bid explanation meetings for appropriate Scopes of Work (including required job walks) to
ensure bidders' understand the scope of work / services to be provided.
- Receiving and evaluating bid documents in a fair and ethical manner, in cooperation with the Discipline Engineer, including technical evaluation.
- Ensuring security of pricing information.
- Making appropriate recommendations and coordinating contract award.
- Preparing and administering contract documents.
- Holding job-site meetings with the Contractors as necessary to monitor progress and contract compliance.
- Managing assigned contracts, including documenting changes to the contract
in a timely manner and processing Contractor invoices to TASNEE for payment.
- Setting the goal of zero Contractor claims (not including normal and acceptable changes) and fulfilling the objective by implementing a Project Claim Prevention program.
- Preparing monthly contract status reports.
- Coordinating final acceptance of work and associated payments.
- Evaluating Contractor performance at contract completion
