| CANDIDATUL IDEAL:
Essential
Degree in law, political science, development studies, social sciences, management o related discipline
At least 2 year experience on related field
Excellent level of spoken and written English
Good knowledge of spoken and written Italian
Strong experience in team management
Relevant organizational, planning and managerial skills as well as report writing
Strong leadership and communication skills with sensitivity in dealing with government authorities on critical issues
Experience in drafting of project proposal
Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer, field office financial dbase systems). Excellent personal organisational skills, including priority management and ability to meet deadlines and to work under pressure in varying physical conditions.
Excellent communication and interpersonal skills, including cultural sensitivity.
Substantial initiative and flexibility with a willingness to undertake both extraordinary and more routine activities as required.
Commitment to and understanding of Cesvis aims, values and principles.
Desirable
Previous work experience in humanitarian/development organization, with strong programme development, team management and financial experience
Previous experience in MAE funded projects, preferred Knowledge of MAE administrative rule
| RESPONSABILITATI / BENEFICII:
Job Context
The general objective in the struggle the state of social uneasiness and prevention of the phenomena of violence and abuse towards children and youth in the city of Bucarest.
The actual project is born from the change of the today's Rumanian Society and its Institutions that, both at central and peripheral level, aim to struggle juvenile social exclusion, abuse and violence. The project also aim to establish a partnership and networking among Institutions such as Ministry of Justice and Civil Society focus on Child Protection.
To fight this phenomenon the specific objective of this project will be to proceed through a training programme able to enhance technical, organizational and methodological skills of the trainers.
The results expected are:
- to improve the methodological-procedural organization of the trainers /operators;
- to improve the activities of coordination and functionality of the social services that operating with children and youth in state of strong uneasiness and vulnerability;
- to improve the methodologies of need assessment, planning, project cycle management according to common strategies of intervention;
- to develop knowledge focused on prevention, technical-scientific procedures of abuse and juvenile violence and Children Rights.
Job Purpose:
The Local Coordinator will be responsible to accomplish the following tasks and duties, indicated in relation to the different degree of autonomy.
He/She will be responsible of the assigned duties, under the supervision of Cesvi Project Manager
Acquiring a deep knowledge of all the documents related to the project development of technical and relation skills of trainers of social services in order to ameliorate the prevention, the protection of children and youth in need and under risk of justice problems which is the main reason that leaded Cesvi open a new mission in Romania.
Acquiring a deep knowledge of Cesvi administrative and financial procedure, and in particular way of the GINKO software.
Acquiring a deep knowledge of the accounting procedure of the Italian Ministry of Foreign Affairs, concerning the auditing of development projects for the DG Cooperation for Development.
Coordination of all the activities for Cesvi office Romania.
Hold regular contacts with the local counterpart together with Cesvi legal consultant.
Hold regular with local authorities interested to the project.
Coordinate, supervise and report all aspects of daily on-going project (work time schedule, appointments)
Collecting and updating of the Rumanian laws in the fields of interest, together with Cesvi legal consultant.
Daily press clippings.
Prepare Weekly report on project activities, on inconveniences occurred and solutions proposition.
Represent Cesvi office in Romania in case of absence of Cesvi project manager and under his request.
Data collection (even pictures) related to the project.
Together with Cesvi project manager:
Assist to the planning of all the activities of the Cesvi office Romania.
Monitoring web sites (Europe Aid, European Commission, Italian and Rumanian Ministry of Foreign Affairs, Rumanian Ministry of Justice, Social Affairs, Health, Family, donors and agencies which work in Romania and surrounding area) in order to plan relations and contacts with all the donors working in Romania, Moldavia and surrounding areas.
Promoting coordination meeting with NGOs working in the field of juvenile rights protection and social protection both at local and national level (identify of all the actors working in the area, data collection on a scientific base).
Maintain the relation with the local counterpart CRIPS.
Maintain the relations with the National Authority for Child Protection (DGAPS) sector 1 and 6
Assist the project team in the monitoring of the implementation of the project.
Logistical and administrative support during fiscal reports requested by the donors, the Romanian law or Cesvi HQ.
Maintain the relation with social counterparts and authority co-interested in the project.
Identify interested donors for Cesvi on-going and future activities in the country (advocacy)
Research, and identify situations inside the country that could be a starting point for new Cesvi initiatives in the country.
