| CANDIDATUL IDEAL:
Essential
Qualified professional accountant (internationally recognised qualification, practical experience equivalent will be considered) with at least 1 year of post qualification accounting experience
At least 1 year experience on Administration/Contability/Accountancy
Able to work as part of a Cesvi team and assist in the implementation of a co-ordinated response covering multiple sectors and regions.
Excellent level of spoken and written English
Good knowledge of spoken and written Italian
Proven experience of establishing and running a field finance office
Good analytical skills
Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer, field office financial dbase systems). Excellent personal organisational skills, including priority management and ability to meet deadlines and to work under pressure in varying physical conditions.
Excellent communication and interpersonal skills, including cultural sensitivity.
Substantial initiative and flexibility with a willingness to undertake both extraordinary and more routine activities as required.
Commitment to and understanding of Cesvis aims, values and principles.
Desirable
Previous work experience in humanitarian/development organization, with strong programme development, team management and financial experience
Previous experience in MAE funded projects, preferred Knowledge of MAE administrative rule
| RESPONSABILITATI / BENEFICII:
Job Purpose:
The Secretary/Administrator will be responsible to accomplish the following tasks and duties, indicated in relation to the different degree of autonomy.
He/She will be responsible of the assigned duties, under the supervision of Cesvi project manager:
Acquiring a deep knowledge of all the documents related to the project development of technical and relation skills of trainers for social services in order to improve the prevention, the protection and the safeguard of minors in need and under risk of justice problems which is the main reason that leaded Cesvi open a new mission in Romania.
Acquiring a deep knowledge of Cesvi administrative and financial procedure, and in particular way of the GINKO software.
Acquiring a deep knowledge of the accounting procedure of the Italian Ministry of Foreign Affairs, concerning the auditing of development projects for the DG Cooperation for Development.
Ensure accounting systems, policies, internal controls and procedures are quickly established for the collection of accurate, complete and timely financial data (e.g.: budgets, forecasts, expenditure, commitments, payroll, delegation of authority)
Manage the cash flow to ensure timely and secure transfer of funds to meet programme needs, liaising with local bankers as required
Provide the necessary checks and balances to ensure that money is spent effectively, efficiently and in line with donor requirements.
In charge of daily book-keeping of the office.
Management of the stationary: update inventory and stocks, keep records of in/out movements and make purchase requests when necessary
Handle a local administrative bill-book related to
- fiscal and sanitarian payments
- rent payments and bills
- fees and insurance for the car
logistic preparation, in support to the local coordinator of mission out of the country, related in particular way to ticket-booking and hotel reservations.
Together with Cesvi Project Manager:
collection of data and juridical information ad hoc
handle the purchase procedures as requested by the project and Cesvi administration, identify of potential suppliers
Prepare all the documents for the implementation of the project
Prepare procedural documents with the aim to foster the standardisation and the simplification of the procedures
Working together with the local counterparty, collection of all the data and information in order to facilitate the reports requested by Cesvi HQ or by the Italian Ministry of Foreign Affairs
Logistical and administrative support during fiscal reports requested by the donors, the Romanian law or Cesvi HQ
