| CANDIDATUL IDEAL:
Required qualifications:
** Bachelor's degree or higher in Engineering or Architecture
** 3 years minimum of construction inspection experience
** Valid Romanian passport
** Good English, and Romanian skills.
** Excellent computer skills, including MS Office text and spreadsheet programs
** High sense of responsibility and willingness to take initiative
** Experience in working in an international environment.
** Dwelling in the Constanta area is mandatory | RESPONSABILITATI / BENEFICII:
The applicant shall provide Quality Assurance and Quality Control (QA/QC) services to assist through regular monitoring of the construction quality and to assist with technical coordination of the design and specifications for US Government funded construction work at the Mihail Kogalniceanu Airport at Constanta area. The following specifies services required:
a) Construction inspection and quality assurance (QA): The Architect/Engineer (AE) shall provide construction inspections and quality assurance services. The inspections will involve on-site performance of industry standards to confirm the quality of construction. The construction inspection may encompass various engineering disciplines. The AE shall prepare daily quality assurance reports and ensure that construction is in accordance with plans and specifications. The AE shall review and approve shop drawings as submitted by the construction contractor, with assistance provided by the US Resident and/or Project Engineer Office as required.
b) Construction administration (CA): The applicant shall perform a limited variety of CA duties which will include: Review of monthly contractor payment invoices for correctness; draft requests for proposals; analyze cost proposals, and prepare independent government estimates using established pricing guides, conduct negotiations regarding price, adjustments to the contract, and prepare a memorandum describing the outcome of the negotiation. The AE shall attend meetings to include weekly and periodic coordination meetings and shall compile data necessary to evaluate construction progress payments. The AE shall also maintain regular contact with the Resident and/or Project Engineer Office via telephone to insure timely delivery of contract invoices for payment and contract modification documents for processing by the Resident and/or Project Engineer Office.
Schedule: The period of performance will be from approximately May 2007 through April 2008 and might be extended through April 2010.
